So much for the Internet. By doing the above, we end up with a closed network. The Internet's forte is that packets find the most efficient route from origin to destination. Actually most traffice is metered anyway. Why do you think hosting services have bandwidth caps for defferent levels of service. Because they have to pay for it. So if these transport companies want to tell Google to pay them more because they have 'richer' content, then Google is, in essence, paying double.
Oh, and network providers need to be made to give symmetrical bandwitdth. I should be able to upload as much as I can download. Every PC, whether Mac of Windows, has personal web sharing options built in, but essentially that is a useless feature as most providers do not allow web hosting on personal accounts. In essence thay view anyone that wants to have a web presence as being a business.
