With the cost of broadband becoming cheaper in some areas it will take the movement of the consumer to adapt to such a trend for it to become a standard. One of the biggest areas this will effect is within the cell phone area. Which in turn is becoming more and more affordable. But just like the cable companies, they will find a way to "rape" you. Another aspect may be the adoption of wireless connectivity, the increase in wireless connectivity will create a new era in internet connectivity, if you can't pay the cable bill, you can always go to a local 'hot' spot. Most Public ones are located libraries and coffee shops. So in turn, the consumer can dictate the outcome of the industry.
