It is rather unfortunate that most VoIP companies have completely
disregarded this important user base. From a home-user
standpoint, I know of no reliable VoIP system. From a business
system standpoint, I know Avaya fully supports TTY over IP. I don't
think anyone else does. Kind of upsets me a bit, because Section
509 states that a communications system must be accessable by
ALL citizens. Even the U.S. Government seems to disregard this law
