A goofy mish/mash of laws...
In my state cites/towns are allowed to build "internet" delivery systems. Effectively making them the ISP. However the argument starts when you say VoIP. Is it "telecommunications" in the traditional sense or is it "internet"? (A silly argument to me. bits is bits...)

While I agree with your points, the issue I am making is that it is very doable to completely bypass the local telco for internet delivery and it has the telcos scared spitless... (Not making the cable guys happy either.)
