A small, rural town isn't a major problem for the telcos; rural areas often receive service only by government mandate because of the low rate of return. But governments using tax money to compete with them is a dangerous example.
A good argument is, Why should government want to reduce employment in comparatively high-paying jobs, when most people are not very dissatisfied by either their costs or their service?
I think the town you describe will be one of the few areas with government WiFi. The rest will be either small towns or large cities, which can obtain many users with limited equipment.
