But the spectrum for interoperability
for emergency services (police, fire, ems) was supposed to be the unused TV spectrum freed by getting the low power stations out. Remember the big Nextel "deal", to migrate public safety out of the bands in which they had encroached and interfered with public safety radio? I'm not sure its the same bands, but it appears that Congress and the FCC are engaged in double-speak - freeing up spectrum for cash and then giving it away twice.
