Intel's excellent strategy !
Getting a SIM card into every laptop is an excellent strategy.

Here's why:
* Intel wants to drive anywhere, anyplace broadband data (and voice) onto the laptop. This will GROW consumer adoption and WANT of anwhere/anyplace broadband.
* Since the 3G network is a VOICE network, it will NOT be able to satisfy the needs of data and WILL REQUIRE that a WiMax overlay be in place. What many don't understand is that HSDPA steals valuable 3G voice channels to provide data. It is NOT scalable and not spectrally efficient as WiMax is. WiMax is an IP and DATA oriented technology unlike 3G (and HSDPA).
