and WHY would that be?...

you're slightly confused with some of your points. some are valid for argumentative reasons only. one reason that handsets "must know where they are" is to send calls to them so a call doesn't have to go to every tower in the us, to help 911 dispatch to compare an address given to the gis data(my sister works for 911 dispatch), along with being able to hand off the service to the next tower when travelling. not everything is a government conspiracy. think about it for more than 30 seconds of paranoia. just like the "secret phone taps" that every paranoid thinks the president is listening to their phone calls w/, just the numbers to do this are impossible. for example, anytime someone is on the phone, usually they're on w/ another person, and if someone is listening, thats 3, that's 1/3 of the work force doing police work. do you honestly think that your conversation is interesting enough w/o probable cause to actually believe there is enough budget and/or personel to listen/track every phone call made? is so, you're an idiot. what you need to worry about is the people who are listening/tracking w/o any authority, proper or not, because as you said, you will not be able to use a phone or the internet w/o being tracked. it's nearly impossible now. additionally, you need to remember, this exact sort of thing has been authorized by every president since hoover.
