GPS requires many calculations to triangulate position from the feed. Thus, phones don't actually transmit the position, but the datastreams it receives. Thus, to find out your position you need the towers. Towers receiving from older phones without GPS can triangulate position, so the GPS isn't really needed, but it is more precise.
Also, most phones as I understand allow you to set it to only transmit the GPS data (if a GPS is built in) when you dial 911. Though, arguably, it may transmit at other times, possibly due to a 'backdoor' trigger.
