No need of a GPS
If you have a cellphone, or even a radio transmitter for that matter. They can track cellphones via triangulation with reasonable precision. That is how some companies implemented the E911 tracking with older non-GPS phones.

But they also have satellites and often in cities cameras, so that only helps further.
