I think its an anti-Goatse law

I think this is another anti-porn law, look at the 'and' at the end of A.i. they struck out. It's no longer necessary to *send* an offensive or annoying communication, or image, it's enough to simply make, create or solicit it.

i.e. Someone in the Bush administration got sent Goatse man and wants the sender locked up, the Goatse man locked up, and anyone else who downloaded the Goatse man etc..

BEFORE:
A) by means of a telecommunications device knowingly?
(i) makes, creates, or solicits, and
(ii) initiates the transmission of,

AFTER:
A) by means of a telecommunications device knowingly?
(i) makes, creates, or solicits,
(ii) initiates the transmission of,
