Rights vs Privileges
Yes, driving is a privilege. If you live too far from work or anything else that losing your privilege to drive will hurt you, then you have to move if you do. That simple. My right to elect an official to office or to express my disappointment in that government is a right. My access to a high-speed internet connection is a privilege I pay for with the money I earn from the job that I have so I can pay for the things that I want and need.

So if you can't afford broadband acces, then I'm really sorry and feel for you. But I don't understand why that money should come out of my pocket? If I have a drivers license, but no car, is the gov't going to buy me one? I don't think so...

If a business can't afford high-speed internet access, then that's too bad as well. It's the price of doing business.
