Unless you can show me explicitely where in the U.S. Constitution it says driving is a right - then you are simply wrong.

Voting is a right - yet in Washington state, Democrats have found ways around that.

Freedom of Religion is a right - yet around the country the ACLU is banning that as well.

Right to Bear Arms - don't even go there.

Freedom of Speech - I just love being shouted down and told I don't have the right to voice my opinions in today's overtly politically correct world.

As for your comment regarding 'a significant chunk of population lives in poverty' I'd like to point out that the average person below the poverty line still has a better standard of living in this country compared to middle-class citizens of most European countries (and by European I don't mean Eastern, I am talking Western).
