Yep, BPL does work, at least in the small-scale tests done so far, Now how well it will work if widely deployed is a whole other issue.

You are right to wonder how they get around the pole transformers - that is done by adding a bridge device between the medium-volage transmission lines and the low-voltage side of the pole transformer that permits the RF signal to "pole vault" (OK, that was a lame pun, but the best I could do on short notice) across that divide. No need to swap out the transformer, though it is likely that if BPL catches on future distribution transformers will have the BPL bridge device built in instead of being an add-on.
