It is a two-headed hydra
Jeff,

There are some technical issues involved in making BPL work, one of which is the interference issues involved with the more-or-less "standard" way of doing BPL, which is a scaled-up version of the HomePlug powerline ethernet standard.

Motorola has proven that BPL CAN be done without causing interference, but full production of that system is a few years away. The electric companies want to do BPL NOW before the cable and phone companies sow up the broadband market, and are counting on the political folks to "cover their backsides" on the interference issue.

As I've said in my other posts on this subject, the political end is where the big fight will be, and I believe the FCC is on the WRONG side of it.

The hams and most other users of the HF radio spectrum don't have a big lobby or millions of $$ to throw around in campaign contributions or cushy jobs for ex government employees, like the utilities do for folks that see things their way. All they have is their record of technical innovation and public service, but the FCC and others seem to be blinded by the $$ and such.

The next couple of years should be VERY interesting as we see how this all will shake out.
