There are inexpensive options
We do not or should not subsidize Broadband for people living in Rural areas. It is not the same as providing phone service, they have that and it is not going away anytime soon.

We don't need to lay cable to support people in the middle of nowhere. If they don't want dial-up they can get satellite service:

$50/month gets them a 512kbps dl speed, adaquate for home use. Living in the middle of nowhere is a choice, it does not obligate the rest of us to subsidize a broadband connection for them.
