A case could be made, I suppose, but it hasn't been made to my satisfaction. BTW: I lived in a small town not too long ago (and couldn't get broadband Internet), so I do have some standing in this debate. Seems the people who care most about rural broadband are retailers and tech lobbyists rather than residents. Ergo, it's a luxury, not a necessity.
