Yes.

For the most part, any act of government that requires one group of people to subsidise the goods or services received by a different group is a bad idea. Not only is it fundamentally unfair to those required to support the subsidy, it provides politicians with endless opportunities to appease their constituents at someone else's expenses.

Taxes may be a necessary evil, but taxation that doesn't benefit everyone in the affected area (geographically or otherwise) equally is simply inequitable.
