Really?
Would the same have applied to telephone service for rural areas also? Does that mean that the USF was a bad idea from the start? Or does this only apply to using the USF to provide broadband access for rural areas? If so, how is broadband access different from telephone service - particularly when so many are now using broadband for their telephone service?
