Better to encourage competition
As long as broadband is primarily the province of cable and phone companies who don't have to compete and can afford to cherry pick affluent suburban communities, leaving rural areas and inner cities "in reserve", the problem isn't going to go away, except if it's subsidized (and then expect them to do as little as possible to collect the subsidy).

If, on the other hand, more competitive technologies like wireless or sattelite go down in price and up in reliability, look for said cable and phone companies to suddenly become a lot more interested.

The problem with turning phone and cable companies from public utilities to unregulated de facto monopolies is that now they really don't have to listen to anyone but their own stockholders.
