What part of protect the cash cow did you not understand
FCC - Federal Communications Commission. Intended to promote the general welfare and allocate Radio Spectrum between the various users wanting that spectrum. Worked really well until the first 'land grab' sell off for cellular phones. Ever since they got a stream of revenue, especially since it is NOT theirs, they have been increasingly subject to lobbying, protectionism, cronyism, and politically motivated rule making.
The telcos are up in arms about VoIP because it interfers with their owning your phone access. They push FCC and Legislators to force rules more strict then they live under to retard competition.
