Your opinion is not very well informed
---Google has gone far beyond and idea of "fair play" in this
proposal and for anyone to even use the word "fair" in this case
only proves they do not understand not only the copyright law
itself, but the spirit of the that law---

First off, it's "fair use", not "fair play". Try not to accuse others
of a lack of understanding when you don't even know the name
of the laws you're (poorly) describing.

---Google's proposal would largely prevent the creator of the
work, and the publisher, from deriving benefit and income from
the marketing of that solely-owned creative work---

So when Google's service results in selling vastly more copies of
a book, how does that prevent the publisher and creator from
deriving benefit?

If your line of argument is correct, then Google itself is illegal (as
is Yahoo, MSN Search and all other search engines). They copy
the text of copyrighted web pages, and reproduce snippets,
creating a directory which they profit from by selling ads. Do
you also feel that search engines for the web should be made
illegal?
