It's a combination of things

From what I've read, there are many layers to the problem. More
spectrum would probably help, but there are many other issues,
most of which involve the coordination of various agencies who
each have their own agenda.

Note that if this goes through and the spectrum is allocated, it's
going to cause a huge amount of expense and effort in order for
it to become useful, as new equipment will have to be purchased
to use it, or at the very least, older equipment will need to be
upgraded. One wonders if all the cash Congress hopes to rake
in from the sale of spectrum to private parties will go to this.
Somehow I doubt it, and, like the Patent Office, the money will
be used to fund a bunch on non-related projects.
