Level3 and Cogent are corporate entities, and as such, their only responsibilities are to make money and to deliver on any use promises they've made to their customers.


If Level3 and Cogent are promising complete access to the Internet, then Level3's actions are causing Cogent (and perhaps Level3, too) to fail in that promise. If their are not delivering on their promises, the FTC could prosecute both Level3 and Cogent at the least for false advertising.
