Public/Private Consortium
Instead of burying the country in fiber and wire, the consortium would build and maintain a fiber optic network across the country that all service providers and customers access equally. The service providers would not need to be regulated because they would be competing with every other provider.

I grant that this is not a "fleshed out" idea. The concept is based on deregulated natural gas and electricity where the customer chooses who to buy their gas or electricity from. The gas and electricity is then "transmitted" by another company to the customer.

What I am envisioning is where we can choose our TV, Internet Portal, Telephone, etc. but through the same fiber/wire.
