Abuse
This is nothing more than an abuse of the system by the telco's and cable providers. They actively seek to abuse the courts and bribe legislators in order to provide them with a market.

It seems to me that if municipalities choose to offer broadband at a reduced rate they should be FREE to do so. The telco's must then acceot that there is no market in said municiplaity for their broadband products.

Three cheers for the corporate government.
