Now that's just great. Don't get me starting in on Rep. Joe Bartin from Ennis County, so I'll address the feature points of the bill.

* "A federal framework for regulating BITS... All such services are subject to "exclusive federal jurisdiction" and must register with the FCC." So much for a small business trying to survive when "federal jurisdiction" is code for big business killing of competition in cities that big business doesn't even do business.

* "Guidance on Net neutrality: BITS...services must not block their subscribers' access to any content or applications". Great, I have to allow all the teenagers access to P2P music file sharing and watch my bandwidth go to hell. "and must allow their subscribers to connect to their services with whichever devices they choose." So if I lease high priced proprietary Alvarion units to my clients and they opt out for a cheap 802.11b unit, will I have to completely build out a new infrastructure to support them? "But they're encouraged to provide protections against security threats and theft of their services." Encouraged? ENCOURAGED???

* "Requirements for access to 911 services..." So if some illegal alien that can't afford the long distance phone call to call his family in Mexico and uses VoIP, will I have to support his 911 call?

* "A nod to municipal broadband...comply with the same regulations their private-sector counterparts do." So if a telco introduces WiMAX, the muni has to follow WiMAX rules. Yeah, right...whatever.

Peter B. Davidson, Verizon senior vice president for federal government relations, said in a statement. "We look forward to working with the committee as this process moves forward." That's code for "We're gonna kill this project like we did in Philadelphia.
