IP (Internet Protocol) runs at layer 3 of the OSI stack (Network layer), telecommunications is layer 1 and 2 (data link and physical). Broadband is layer 1. The TCP/IP protocol suite runs on top of telecommunications systems.
Layer 1 covers: wireline broadband (T-1 through OC-192, E-1, etc.), wireless (Wi-Fi, Wi-MAX, UMTS, etc.), POTS, ...
