This is very easy to solve.
Make 911 an option you pay for like conferencing. If you are in bad health or accident prone, it would be a good idea to have it. FCC doesn't have to get involved at all. After all they sell those geriatric push buttons when you fall down for a lot more than 911 service would ever cost on the free market.

Make the world too monkey proof and safe, and you will not even know that you are alive. The gene pool is actually quite merciful.
