Let's see...

... there's a telephone company considering asking for a lot of State money to replace an existing infrastructure in order to lower maintenance costs, also known as removing people from the payroll. While the State is glad to contribute to maintaining the existing infrastructure and jobs.

If the phone company leadership is indeed considering this seriously, I would say they can be escorted to the exits quietly. Their derangement, though severe, is usually not the sort which is dangerous to themselves or other people.
