A solution to end the tax.
My rural phone company is considering placing licensed microwave (WiMAX) systems on farms in the area and abandoning hundreds (thousands?) of miles of wire. The cost to do the install is steep, but studies show a 4 to 5 year payback by not maintaining buried wires. But the issue is of course, making the investment.

The kicker here is, the collected tax given to rural phone companies is based (in part) upon a complex formula of "wire feet per service drop". The more wire it takes to service a drop (POTS line) the greater rate of tax support. Removing the wire from the mix means a serious loss of support.

To me common sense would suggest that the support should be used to help build this system, and once in place support endded. Once installed such a system would greatly reduce operating costs so the tax should not be needed.

The technology is available, the tax is being collected, lets make it mean more than supporting a dying infastructure of buried wire in the middle of no where. Using tax dollars to END a tax supported system makes sense to me!
