You're giving the ISP an awful lot of power to control what you can and can't do. What's next? Your ISP decides that the Microsoft update site is causing too much traffic on the network and blocks access unless you pay an extra $5 per month?

I had a discussion with the local Comcast tech that was replacing my cable drop not too long ago. He complained about Vonage, and said it used too much bandwidth. He had very little to say when I told him that how I use the bandwidth I pay for is up to me.
