It cracks me up that Philadelphia is spending all this money on city-wide WiFi while the state has to run the public schools there because the city is too incompetent! Furthermore, anyone who has lived there knows that 18 Million will disappear before anything even gets built. The water company there raised rates 25% one year, and another 33% the next year because they couldn't figure out where all the water was going! Meanwhile, a broken pipe gushed treated water into Wissahickon Creek for 6 months despite repeated complaints by concerned citizens! Philadelphia Gas Works is usually referred to by local reporters as "a home for political hacks", and the local electric utility has the third highest rates in the country, right behind Long Island Light and ConEd; just what bit of fantasy makes anyone there think the city is going to be able to install and maintain a complicated network and do it for 18 mil? Hell, they can't even fix a swing set in a park... Speaking of schools and taxes, they have a "school tax" that can be raised any amount, any time, with no debate (and they still can't run the schools); my guess is that the poor taxpayers there are going to get gang-raped on this one. I lived there 10 years, and I'm glad I got out when I did! This will be just one more flim-flam on the poor people who can't get out. Lest anyone forget, this is the only city in the history of the world that was bombed by its own mayor (May 13, 1985). When the city had to rebuild the 62 homes that burned down as a result, a whole slew of contractors and city officials went to jail for fraud.
