That is municipal WiFi's best chance.
Some small towns with an unsophisticated telco strategy.

The key to the experiment continuing is the ISP.
They're going to have to make enough of a profit from a town with 4,000 people to stay interested. Or to get enough other towns in the area to make being in the area worth their trouble and expense.
The ISP will also have to respond to the end of dial-up with an overall strategy. That could be WiFi and WiMax. But if the telcos (including cable) are generally successful in holding off third competitors, then the ISP may look for another direction.
Then, too, the ISP could be bought. Maybe by a telco.

If the town is still doing well with WiFi in, say, 5 years, then it is a true success story.
