What company would not want to set payments for all possible customers under threat of jail?

And what company would not want to ignore profits and efficiencies just because an idea sounds good? (Or maybe because someone from Intel took some officials to lunch.)


I think the fact that Intel and Cisco et al have to rely on municipalities to install these products shows that the commercial companies which might be interested are not.

Sometimes the tide stays out and the beach dries up.
