Actaully I HAVE been to central Texas
In Dale outside of Lockhart down in lornhorn country (doesn't get too much more remote than that.

My relatives in Dale and the ones over in the Hill Contry use cell phones and satellite tv because installation is charge by how far they have to run lines from the existing main lines to your house or farm. So where is this "rural phone charge" actually helping the rural people if they have to pay per mile themselves (and it ain't cheap, dude)?
