I think that's his point.
The purpose of the universal service fund is to subsidize installation and maintanance of telephone service to rural areas.

Why shouldn't the same be done for cable service if it too offers telecomm services? With that particular pool of lucre earmarked for subsidizing rural cable, not telephone service, of course.

As for satellite service, I think one has to have a land line to subscribe, so the enduser has already been taxed (not that that would stop the conception and imposition of yet another ill conceived tax...)
