Good, then let cable ....
... kick in their fair share too. They also offer phone. Let the Verizons pay 5% and the Time-Warners pay 5% then.
It's not fair to shackle one company with the full 10% while the other gets away scott free! Cable actually offers more services right now than phone does but is immune to the regulations.
