- Doesn't matter.. FCC assigns airwave rights to rentier.

That's why homeowners can defy HA, and put up both a TV antenna and Sat dish. Likewise, Condo and apartment dwellers can put up SAT dishes on exclusive elements. Any contract wording which attempted to exclude those rights is void. The FCC's ruling applied retroactively to all rental/Condo/HA contracts, ordinances, and deed restrictions.

"The FCC was established by the Communications Act of 1934 and is charged with regulating interstate and international communications by radio, television, wire, satellite and cable. The FCC's jurisdiction covers the 50 states, the District of Columbia, and U.S. possessions."
The FCC designated the 802.11x frequencies being used under specified power levels to remain unlicensed. Any party(Logan) to attempting to designate themselves as an airwave licensing agent, (other than the FCC), would be breaking the law and the FCC's charter.
