Our tech "leadership" is already lost... thanks ironically to big-business' continual offshoring measures while insulting the American worker. (it's all about their profits, nothing more. Never mind THEY made the standard of living which is why everything costs so much...)
And expanding on a failure of a bill that was signed by one of the worst presidents of the 20th century, despite fixing up the budget the way any competent president should do (those were the days; before HIM the budget was an increasingly growing embarrassment for 12 years and by 1992 it was only $4 TRILLION anyway... those WERE the days. Also, don't blame 9/11. Congress has given itself pay hikes and more and more tax breaks and government subsidies for the wealthiest of companies have been happening. Those mismanagement mistakes, forget the external influences that otherwise wouldn't have been such a strain, have done enough to put us all beyond recrimination at this point...)
In 1996, the focus was not on the internet but media control and consolidation - the internet was rightfully not seen as being a potential news influence or something whose accessibility would threaten someone like Rupert Murdoch.
We've seen time and time again how deregulation only causes HIGHER PRICES and MORE MONOPOLIES. It benefits a small few at the cost of the rest of us; an unfair cost. How can supply-side work when part of their MO is to exterminate the demand-side?!
And as many bills and laws are introduced or later upgraded (before voting) all sorts of things not related to the bill, the integrity and honor of congress isn't that high either...
Still, with fewer people being able to AFFORD these services, maybe it's for the best.
Oh, the laissez-faire approach is a pitiful one. No sense of direction, incompetent leadership, general disarray, the powerful become more powerful then proceed to abuse everyone else with it... No, I think it's back to basics time.
