I would believe it
Cingular has always been slow in every aspect of it's business (it had to purchase it's way into number one spot, and Verizon is closing the gap) so I would imagine the cost of purchasing AT&T has put a bit of a strain on it's finacials. Whats that mean? Less money for services for it's customers.
