If your cable network is anything like
the ones Comcast has in the Chicago area, you share the maximum bandwidth with your neighbors in a node. Your actual speed is inversely proportional to the network traffic on your node.

Comcast has improved over the last year or so; I think they are using more nodes with fewer users each. We actually have near-dependable service now, and usually at 3-4 Mbps. (4 is their maximum for now)
