Actually, if you check the fine print ...
you will find that they don't GUARANTEE the speed they advertise. They note that the advertised speed is really just a theoretical maximum. The problem is that the cable company in question could be running a 100MB network, but all the individual users are attached to that same network. Actually I suspect that the parent network runs at a GB level, but the principle is still the same. All users occupy a shared space on that one network. When that capacity gets saturated, things slow down. The telcos with their fiber networks share an advantage in this regard. They tend to use STAR as opposed to RING topology, which means that telco customers are not as suceptible to congestion issues. That is why DSL over twisted pair often beats out CABLE over ethernet. While the ethernet is faster but shared, the twisted pair is yours alone all the way to the hub.
