Other issues are if the system that you're connecting to has limited bandwidth. The pipe is only as wide as the smaller opening.

Plus all the routers in between. Lots of bandwidth is useful if you have a whole bunch of connections going to multiple end points. Many websites will cap a user to a certain amount of bandwidth.

And even if the ISP's network can withstand all the traffic, once it leaves their network they can't vouch for the rest of the internet network.

Its not quite as black and white as saying that its just a marketing scam cooked up by the ISP when they offer more bandwidth.
