I'm confused...
"...Comcast raised the download speed of its service again last week to 6 megabits per second and 8mbps downloads. Earlier this year, Time Warner raised its download speeds to 5mbps and 8mbps."

Is this statement saying that these companies have raised their downstream speeds twice this year? I'm confused on what exactly it's saying.
