This is not telephone service. They can contract the data pipe for anybody.
Of course the VOIP operators could offer telephone service to the people in Lafayette using the municiple broadband service.

But, the cable and telephone companies will NOT be the only ones that can connect Lafayette to the internet. They might get the contract, but only at the right price.
