SBC and Cox could adapt if they so chose ...
If SBC and Cox prefer not to have to compete against a public network, they could both simply abandon and write off their own currently inferior distribution networks and contract with the city to carry their content and telco services. That would put both of them head to head on a level playing field in addition to opening up opportunities for other competitors. The city, unlike the current distributors, will have no incentive to discriminate in pricing. If SBC and Cox don't get creative fast, they will face stiff competition from newcomers over an open public network. In any case, the end result will be really good for consumers and a real test for the current providers.
