There are a few companies that would be upset by this.
Not to long ago, a city decided that it needed Internet access in order for it's companies (those within it's borders) to be competetive. Prior to this, the mills would send a floppy with files and bid for business that way. The major telco and cable companies ignored the small town until it set up it's own wireless network (took about the space of a closet for the central hub) so that local businesses could be competetive. This cost was covered by taxpayers (individual and businesses). This was in the past couple of years, maybe 2 or 3 tops.

In this case, the telco and cable companies have ignored another region and they chose to pull fiber lines to achieve their service needs and be competetive. This allows the city to be a place that can spur growth (financial and business) and help it's local businesses stay put and still compete with other businesses outside of the city/county borders. Had the large companies (telco/cable) not ignored the city, they would not have gone to these lengths.

Having a city build out infrastructure in order to keep businesses competetive and even perhaps keep jobs is important to their tax base. Without this, the local businesses would eventually die and it would not be beneficial for others to look at the town as a place that they can plant satelite operations (thus spurning growth, jobs, etc.) Cities, counties and businesses (eg. Southern Pacific Railways which spawned SPRint) sometimes have to take matters into their own hands when the established players choose to overlook them.
