The question comes down to this. Does this deal cost the tax payers $1000 per person?

Still $1000 per person in taxes isn't very much as most often fees like that are spread out over 15 years. So that would be a $66 increase in property taxes per year.

Also I don't know why business would be upset with this. You don't see business upset with sewer and water infrastructure being in place when when they open a factory or a huge box store. Imagine the outrage if they had to fork out the cash for that infrastructure. What these providers don't like is the level playing field and competition.
