if the citizens of a community want to take the
risk of creating a network, then why shouldn't
they be given the opportunity. The federal
government needs to "step away from the car". As
long as access is not limited by local
governments (so that alternative uses for the
network can co-exist) why not. I doubt that
anyone has been rushing to provide fiber access
to the community, and that is probably what
spawned the desire in the first place. Once
completed, the community will still have to
maintain it, and remain competitive with other
providers. As long as they can't lock out
